Retail spaces evolution 2022 – Q1 2023
According to the latest report of CBRE, the total stock of modern retail spaces in Romania reached 4.11Mil. sqm in the first quarter of 2023.
The total volume of modern retail spaces increased by 22,000 sqm in the first three months of 2023, after an investment of EUR 9 Mil. in two retail parks.
Even though retail parks attract an increasing volume of investment, the sector continues to be dominated by shopping malls. Currently, the market is configured in a proportion of 62% of commercial centers such as malls, and only 38% of retail parks.
During 2022 and first quarter of 2023, approximately EUR 300 Mil. have been invested in the construction of new modern spaces – shopping malls and retail parks.
Perspectives for investors are positive considering that the yield level rose by 0.25%, in the first quarter of the year, compared to the same period of 2022 reaching 7.5%.
At the same time, the rent value for shopping centers and prime locations remained at the level of 2022, with EUR 75/sq.m./month for the first, respectively EUR 50 /sq.m./month for the second category.
What’s next
A volume of 320,000 sqm of retail spaces is expected to be delivered by the end of the year, both in the main regional centers and secondary cities. Of these, more than 74% of the areas under construction are retail parks, while only 26% are intended for large shopping centers.
The fashion industry continues to represent, along with the food sector, the main development engine of retail spaces, the most active tenants being from these sectors. CBRE’s data shows, however, that while restaurant areas within large shopping centers are adapting to new consumer demands and becoming more efficient, in retail parks food areas are becoming the main point of attraction.
Retailers continue to invest in the expansion of businesses, and the efficiency of commercial spaces, the fulfillment of ESG criteria, which have an increasing impact on the entire activity of businesses, but also the adaptation to e-commerce, is becoming indispensable in the companies’ strategies scaling.
Retail sales evolution Q1 2023
Retail sales in Romania increased by 2.7% year-on-year in May 2023, recovering from an upwardly revised 0.5% fall in the previous month.
Sales picked up for non-food products (3.2% vs 0.1% in April) and food & non-alcoholic beverages (2.1% vs 0.9%), while rebounded sharply for automotive fuel (2.7% vs -4.4%).
On a monthly basis, retail trade grew by 3.2%, the most since March 2021, and following an upwardly revised 2.7% drop in April.
Consumption patterns

According to a recent analysis by NielsenIQ (NIQ), consumers in Romania are adapting to the inflationary situation by being more cautious on consumption, turning to private brands and visiting stores more frequently, with a focus on convenience stores and discounters.

Like in other European markets, inflation has impacted Romanian households, with the annual inflation rate in March 2023 at 14.5% higher than in the same month the previous year. However, at the same time, recent wage increases have managed to offset this somewhat, indicating that Romania is better placed than other CEE markets to weather the inflationary challenges.

According to NielsenIQ Retail Audit data, in Q1 2023, FMCG retail grew +18.4% in value year-on-year, in line with the rest of the Eastern European region (up 17.4%), while volumes continued to decline at an accelerating pace. April, however, came with a slight easing of inflation (+20% in April vs +23% in Q1) and volume decline (-1.9% in April vs -4.7% in Q1).

Due to inflation, all broad-categories of products recorded value increases in the first 4 months of 2023. The largest increase is in the food category, which is up 20.1% and accounts for 56% of the total shopping basket in Romania, followed by non-alcoholic beverages, which registered a value increase of 18.9%. Non-food products increased in value by 16.4% and alcoholic beverages by 13.0%.

Although 82% of the product categories increased in value, only 31% of them managed to grow in volume.

The top 15 categories that grew by more than 10% in value in the first quarter were beer, meat, fizzy drinks, cheese, water, chocolate, coffee, snacks, milk, biscuits, vegetables, bread, household products and spirits, with the only category in the top growing in consumption being meat.

One of the main ways Romanians have adapted to inflationary pressures has been to turn to retailers’ own brands, increasing their market share by 0.8%. These private label products now account for 19.5% of total consumer market sales in Romania, still below the global average of 21% and a significant distance from developed markets in Western Europe (Switzerland 52%, UK 46%, Spain 43%), but above the Eastern European average.

During 2023, inflationary pressure and slower economic growth will continue to be a problem for Romanian consumers, who are adopting new solutions to keep their budgets under control. The most common method is to drop categories considered non-essential, followed by strict adherence to the shopping list they leave home with. In addition, Romanian consumers are following the model of other countries in the region, such as Poland, Hungary and Slovenia, and are turning to discount stores, which have registered a significant growth in the first quarter of the year (+20.7%).
